In 2005, the State Council issued a programmatic document for China's
development of circular economy - Several Opinions on accelerating the
development of circular economy. The outline of the eleventh five year plan
takes the development of circular economy as a major strategic task of the
eleventh five year plan. The State Council held executive meetings and
teleconferences to conduct special research and deployment on the development of
circular economy. The national development and Reform Commission organized and
held a national working conference on circular economy, made a comprehensive
deployment for the development of circular economy, organized and implemented
the national pilot of circular economy in conjunction with the State
Environmental Protection Administration and other relevant departments, held a
national working conference on the pilot of circular economy, and summarized the
development model of circular economy in various industries. The 17th National
Congress of the Communist Party of China listed the resource and environmental
problems as the primary problems facing China, and put forward the goal of
forming a large-scale circular economy and building ecological civilization, so
as to further improve the development environment of renewable metal
industry.
Under the organization and leadership of the finance and Economic Commission
and the environment and Resources Commission of the National People's Congress,
the newly revised energy conservation law has been officially promulgated, and
the legislative work of the circular economy law is progressing smoothly.
Supporting laws and regulations related to the development of circular economy
are being formulated, and the regulations on the administration of recycling and
treatment of waste electronic and electrical appliances will be promulgated
soon. The national development and Reform Commission and relevant departments
revised and adjusted the catalogue of comprehensive utilization of resources and
revised and implemented the administrative measures for the identification of
comprehensive utilization of resources encouraged by the state. We have
increased the support of national debt and investment in the central budget for
key projects in the development of circular economy. In 2007, the central
government added 7 billion yuan of energy-saving incentive funds to support
enterprises' energy-saving technological transformation by "replacing subsidies
with awards". In 2008, the central government allocated 27 billion yuan of
special funds to support the promotion of energy conservation and emission
reduction. The State Council issued a notice on the establishment of a system of
compulsory government procurement of energy-saving products, and relevant
departments issued opinions on the implementation of government procurement of
environmental labeling products. The continuous improvement of relevant policies
has promoted the development of circular economy.
To accelerate the development of circular economy, we must thoroughly
implement the spirit of the 17th CPC National Congress, take the scientific
outlook on development as the guidance, reduce resource consumption, reduce
waste discharge and improve resource productivity as the goal, take
technological innovation and system innovation as the driving force, strengthen
the construction of legal system, improve policy mechanisms and establish the
concept of ecological civilization, Gradually establish a system of laws and
regulations, policy support system, technological innovation system and
effective incentive and restraint mechanism to promote the development of
circular economy, and form a working mechanism promoted by the government,
implemented by enterprises and participated by the whole society.
